Sounds to me like the US gov had too hard of a time letting go of the money and decided to keep it.
It is still being spent, just not on supporting building cutting edge manufacturing. Maybe some studies, school grants, pet projects of senators on hometowns and lobbyist buddies.

Doesn't surprise me that US chip manufacturing has not seen a tangible boost from the tens of billions allocated in the almost two years since the CHIPS Act was passed.

A five year plan now where have a heard that before, when it does not work you can always make another one and no one get blamed for failure.

I always flinch when I hear five year plans. When an administration might only last half of it. Lots of tech groups and stuff like 5 years for some reason.
