Seems you have some malware. goto www.malwarebytes.org and download, install and run a full scan with it it should take care of it.

Reboot into safe mode with networking then do either or both of those options. There are others out there as well but personally malwarebytes has worked well for me I've used it on multiple computers

I used to be bothered by a random SHH SHH sound then I realized that it was the animated dog scratching fleas so I turned animation off. There are performance improvement settings to turn off things like smooth scrolling and 3D BUTTONS that should all be unchecked first. But one of the mascots was an Einstein -like character and he didn't make any noise but the real one said "Insanity is doing the same thing twice and expecting different results." Do something besides go to File and Close again. If it is a web page, CTRL W should close it but if it is a program, ALT F4 should close it. Once you know which it is then you can make a more specific request than 'TALK TO ME.'
