So, I have a dual boot Win 7/Ubuntu 19.04 machine. However, the Ubuntu went to hell and I’m about to format & clean install 18.04 (leaving Windows intact).

I already have the boot USB, but I’m wondering whether I should format the old Ubuntu partition beforehand and will the installer know to put the new Ubuntu right there?

Thanks!

In general, I'd advice you to:
  • Backup your data - also important files from windows ; just in case something goes terrible wrong or the disk just dies.
  • Then install Ubuntu over again, but format the Linux partition.
I think I'd use Gparted in Live-CD mode to format the Linux partition.
