Ugernt motherboard USB ports power issues

So today I took the time to re organise everything in my workspace, and well it all looks good except the USB ports on the back of the computer are not working. I thought maybe it was my mouse and keyboard or windows because a similar thing has happened, so just to make sure I tried every USB and to my surprise the front USB ports worked just fine.

I feel if there is a problem it would be hardware wise because when I plug my mouse in the light sort of surges, turns on then off immidietly.

Are there any ways I can find what the problem is, I need this computer to work in 2 days because 2 USB ports just isn't enough to power what I need to do. And I cannot buy a new mother board as that would require me purchasing another 24-32gb of RAM because I believe there are very few motherboards that support ddr3 these days.

Please help and fast I only have tomorrow to buy things so if it is broken for good I guess I may have to buy new parts but want to make sure first. If I have left out any information please let me know so I can include it
 


There are a lot of Mobos that support DDR3. Nontheless avoid buying a new one if you can; make sure all connectors for usb ports are in the correct place and seated porperly.
