UI Freezing Temporarily

I have been experiencing an issue with my PC where everything seems to freeze temporarily, but then 30 sec - 3 minutes later it registers everything I clicked at once. For example, I might click the start menu, click the windows search bar, and try to open chrome. I can use my mouse and the icons show the "mouse over" animation when I scroll over them, but nothing happens when I click. Some time later the start menu and chrome (and whatever else I clicked) will suddenly open and the PC will be back to normal.
I don't believe this to be an old-hardware issue because this is a fairly new computer with decent specs. I tried monitoring my PC with task manager and didn't see anything that would be a culprit (ie some program spiking the CPU usage). However, the one time it actually did freeze when I had task manager up, task manager froze too.
I have already made sure my drivers are up to date and have reinstalled already. I'm not sure what could be causing this issue, so any help is appreciated! System specs are below.

Gigabyte F2A88XM-D3H
8 gb of Gskill RAM
120 GB ssd with Windows
500 gb hard drive for storage
Sappire r7 260x
Corsair CX500 PSU

Have you moved your operating system around at all? I moved mine at one point from the hard drive to the SSD... I'm wondering if that might have lead to the issue.
