I'm not in the UK (Arizona, USA here) and I just got the update to 4.3 last night. I wasn't even expecting it.

I'm in Utah, and me and my co worker both got the update to 4.3 this morning

I think its being pushed since it looks to be the version that supports the Galaxy Watch. Not really a reason to get the Galaxy Watch if it wont work with your phone.
