UK House Science and Technology Committee criticized the UK government for its vague definitions and provisions in the Investigatory Powers bill, and it warned that some of those provisions could hurt the UK tech sector without clear revisions.

Alternatively, all the major companies could just pull out all at once (or threaten to), and the government would have to deal with the public absolutely losing their minds at them, forcing a repeal.
