so im looking at this for a home file server:

http://www.amazon.co.uk/Kingston-1600MHz-DDR3-Memory-Module/dp/B00433L248/ref=sr_1_24?s=computers&ie=UTF8&qid=1334704678&sr=1-24
http://www.amazon.co.uk/Intel-Innovation-D2700MUD-Motherboard-Mini-ITX/dp/B0076O28JY/ref=sr_1_3?s=computers&ie=UTF8&qid=1334698039&sr=1-3
http://www.amazon.co.uk/Ace-Black-Power-Supply-Silent/dp/B0051ZGS50/ref=sr_1_1?s=computers&ie=UTF8&qid=1334786898&sr=1-1

my problem here is the only cheap half decent psu with enough sata connections i could find is a ridiculous 650w, i dont need anywhere near this much, i don't intend on consuming anywhere near this amount of power and i heard psu's are often inefficient when drawing at the low end of their possible power draw and efficiency is important in this rig, hence the atom cpu.

so any recommendations with a reasonable price, i dont really want to pay more than £30, ideally more around the £15-£20 marker, and i want to be able to leave this thing on 24-7

the ram you have sleected is 1.65v, stick with 1.5v (orl less if they are on the compatibility list)

I have everything good to say about Seasoninc lower power supplies; 300ES (I think). I've two in service so far each pushing multi HDD setups, 6 in one, 8 in another.

I've used these molex to dual sata power connectors. They are not the best as the molex end is pretty loose sometimes but once you get them installed its not like you're going to keep messing with them.

would the ram voltage matter? the clock frequency will be brought down to 1066mhz anyway so could i not undervolt them?

It might work with 1.65v ram or not, I've seen plenty of intels not even boot with 1.65v ram.

And if you hadnt noticed but your motherboard choice doesnt use DDR3 dimms

it uses so-dimms (laptop memory)

best to find sticks that match the mobo's voltage, as popatim said. mismatching voltages may or may not matter, but why risk it?

also find the lowest wattage, highest efficiency powersupply you can find. on a power-sipping N2700 machine getting an 80plus silver vs 80plus bronze will make bigger dents in power consumption than virtually any other part you put in.

for reference: my low power file server is an atom 330 that draws 25 watts idle, even it's 300W 80plus silver PSU is overkill.

what about that powercool psu i inquired about? will that do the trick?
also how much power does the board draw anyway? im sure i read somewhere it only draws like 6w on a normal load...

im seeing a lot of inexpensive single sodimm modules, can these be made to operate in dual channel mode or does the ram module itself have to support it, i dont know *** about ram channels...

Branden says his atom server draws 25w total. Pretty much any powers supply will be enough to power it. The real concern is efficiency.
