Unable to access Intel HD Graphic Settings

Hi, I own an MSI GS65 Stealth Thin RE8 and recently had to reinstall my drivers. Reinstalling my drivers led to a never-ending spiral of problems which ended up in me reinstalling Windows TWICE just to get where I am now. My problem now is that I do not have access to Intel HD Graphic Settings anymore. I need to change the Hz of my monitor to save battery life on my laptop and because since I can't access it I'm stuck at 144 Hz.

Here's what I've tried to do to solve the problem:
- Installed latest Intel graphic driver (which returned the application on a SINGLE occasion but it never opened, just loaded forever)
- Installed stock Intel graphic drivers that came with my laptop.
- Reinstalled windows twice with the hopes of getting the laptop's stock software back

All of these haven't really solved the problem. I'm willing to redo them if need be but I honestly don't see the point. BTW, if I right click my desktop, I do NOT have a tab for intel graphic settings and if I search it under programs it does not show up. Not sure if it is related to the problem but my Intel Rapid-Storage service isn't working either. Haven't noticed any changes to my laptop as a result of that though.

MsI I believe does have a separate recovery and by contacting them I'm sure they can help.
But through windows you should be able to go to settings - update and security - recovery - reset this PC. And that brings mine back to the way it was the day I bought it (All the stock settings and msi software included). I'm assuming you used "start fresh with a clean installation of windows".
Im not sure why you cant. Unless they are disabled in your bios or something.

I have an MSI GS63 stealth. I know it has 2 ways to restore it. The regular windows restore that lets you gets rid of basically everything that came extra on your computer. But theres another one way that will restore it to the way it was when you bought it. With all the settings and extra programs that came with it. I've done both a few times. Just I dont have it in front of me and I'm drawing a blank on where to find it.

I'm not an expert.
 
Mine had a problem like a week ago. That sounds like it might be something close to yours. That's when I reset it. I dont know if it was a graphics card driver update or what. But my video in every browser had green screens. And I figured out it because they were running off my graphics card instead of switching to the intel graphics. I messed with the performance settings and still couldn't get it to work. First reset I did was the regular windows reset that gets rid of everything. Then when I was installing all the extras back to my pc, some where I found the factory reset. After I did that everything worked and I just updated as normal.
 
So MSI has a reset windows that includes the software that initially came with my computer? Where could I find this?

Just a side note I should mention, haven't had any issues visually on the display like in your case. I haven't tried gaming on it in the last few days so I'm not sure if it's affecting thise, though.
