Unable to boot from CD/DVD after new mobo&cpu install

I just upgraded my motherboard and CPU, and I'm trying to boot from a CD/DVD. However, without selecting UEFI mode to boot from CD/DVD, my computer hangs with a blinking cursor after the motherboard splash screen. Booting to the windows install disc in UEFI mode is useless to me, because I cannot turn off CSM on my motherboard which is a whole different issue.

Any ideas or help at all would be much appreciated.

As I mentioned in my first post, unless I use UEFI to boot from the CD/DVD it hangs on boot after the mobo splash with a blinking cursor.

To be even more explicit, I select CD/DVD as the first boot device in the BIOS, restart my computer, and then wait for the "Press any key.." screen to come up, but it never comes up, and is replaced by a blinking cursor.

When I select UEFI CD/DVD boot, I can get to my windows install disc etc, but I cannot partition my drives because of "This computers hardware may not support booting to this disk. Ensure that the disks controller is enabled in the computers BIOs menu."

I've never heard of not being able to boot from a CD/DVD... any ideas?
