Question Unable to boot to startup settings

I recently reinstalled windows and everything works fine except I can't boot into safe mode. Normal boot works every single time no problem. I do Shift+Restart, Troubleshoot, Advanced options, Startup Settings, Restart. PC restarts straight to a black screen, I have video out so it's not a no signal issue. Don't get a post screen, no option to enter BIOS, just a void. I have latest graphics drivers and bios version .Any solutions?

remove CMOS and wait for at least 30 secs then put it back?
So resetting cmos didnt fix it, but I facepalmed so hard when i figured out the solution. For some reason my monitor switched to a different input whenever booting to startup settings. I was thinking down rabbit hole of a corrupted boot partition or boot loader. How do I mark a thread as solved?
