Unable to burn to cd or dvd disc

Unable to burn to blank cd.
Newly inserted disc reads zeros.
XP PRO SP3; HP DV9500 notebook.
Can read recorded CDs and DVDs.
Situation is same for built-in and USB burner.
please help.

Problem fixed by buying better blanks..
