unable to connect to my pc from other devices

hi, I have xampp, teamviewer and some various network applications set up, I cannot connect to my pc via my internal ip address, without any error codes. It seem's the device can't found the PC. I guess it has something to do with windows services(I'm running win 8.1), can anyone help? if needed I can give you access to remote control my PC via teamviewer.

Teamviewer is a romote host application that lets other people controll your pc.
So basically that would be a firewall issue. Add exceptions in your firewall thru the control panel.

nope it's not the problem, I even disabled the firewall and no sense, I also configured the teamviewer to allow internal network remote access.

Hmmm. So it seems that other than windows security (defender). What else can you specify that might have elevated controls over your network. Your antivirus? Theres also a security profile for windows 8.1 but i'll have to check.

I have no idea, sometimes it works and sometimes not, it's been a while it's not working. I can reach my internal IP address from my pc but not from any other PCs
