Unable to copy files from Windows 10 laptop to external hard drive

I recently switched to a new laptop. I am trying to copy files from the laptop to my external HDD (I have used this drive with other computers previously). Whenever I try copying/moving a file I received the following error message: "An unexpected error is keeping you from copying the file. Error 0x80070057 The parameters is incorrect"

Does anyone know what is causing this and how to fix it so I can copy to my external hard drive? I am using Windows 10.

Some additional information:
I moved the external HDD to another laptop. I can transfer the video file from the external HDD to the laptop. But when I try transferring the same file from the laptop to the external HDD I receive the error message.

I've seen this happen when the system decimal is set to ,
Like almost every year when my friend comes back from Germany LoL

I'm not sure where it is in Win10 though, we use w7 still.
