Unable to do anything in safe mode

As the title states, I can not do anything from safe mode, there is only a cursor and no keyboard shortcuts work. Atop this I appear to be stuck in safe mode and have no way of booting normally. What do I do here?

You reinstall windows. If safe mode is fried, your entire install is corrupted to the point a reinstall is necessary
