Unable to Fill Watercooling Loop

I am building a pc inside of a desk. My loop order goes res-pump-rad-rad-res-cpu-gpu-res. This is my first time making a custom loop and can't fill the loop. There is air over near the cpu/gpu and at the high points of tubes that I can't get out. I have tried tilting and my pump isn't moving water at all but I can see it turning(I made sure it hasn't run dry).

I have tried tilting the desk different ways to move the air bubbles. I have had some success but not much.

I had to go into the BIOS and change pump curve to 100%.
