[SOLVED] Unable to format Raw SSD I have tried lots of things

Hello everyone,

I recently installed new hardware and I made a clean Windows 7 install into my new Samsung EVO 850 1TB SSD and then upgraded it to Windows 10. I now installed a second Samsung Evo 850 1TB SSD, but I cant format it. "The format did not complete succesfully" appears. Depending on the method I try a different message will appear.
The SSD shows in Disk Managment as "Online", "RAW" and "Healthy (primary partition)". I have checked and its not in "read only" mode. I have tried a lot of methods like CMD CLEAN, CMD FORMAT NTFS, quick format, normal format, changing drive letter and name, deleting drive, etc.
The SSDs are both connected to my "SATA Express" plug.
I have all my drivers and windows updated.
Computer detects the drive, but wont format it. Any ideas?

CPU: Intel i7 4790K
Motherboard: ASUS Z97 E
GPU: GeForce 1070 Ti
RAM: 16GB Corsair RGB Pro 2666MHz
Primary Hard drive: Samsung Evo 850 1TB SSD
Samsung Evo 850 1TB SSD (not able to format)
WD Green 2TB
WD Green 2TB

Hello,

Finally!!! After 4hours trying stuff I went for "AOMEI Partition Assistant Standard Edition 8.2" and it formated it. It took all night for the program to format it.
