My Laptop's specs:

My TV is a Samsung 43'' Q60R 4K TV. My laptop is connected to it via an HDMI cable and I use it as my display. I mostly watch movies, anime, YouTube and Twitch on it. However, I notice that whenever I'm watching gaming videos on the latter two services, even though the videos are running at 60fps, everything visually looks like it's running at half the frame rate. Sure enough, when I check the settings of the display on my laptop, it says my Samsung TV's max refresh rate is 30 hz, when I know for a fact it's supposed to be 60. My laptop's screen is also confirmed to be 60 hz as well. I made sure the cable is also able to handle UHD. I've tried everything and to no avail; I simply cannot get my TV to set at 60 hz. Does anyone know what the issue is? I can't even tell if the issue is my laptop or the TV. I really hope you can help; it's such a shame to have this great looking TV and not get the best picture quality possible. Thanks in advance!
