Question Unable to get PC to work

I bought an eMachines EL1352 off a friend. They said no warranty or refunds, and mentioned it was working, which sounded fine, it had some nice specs and all I needed was a basic testing machine. However, I got it home, plugged it in and no luck.

The PC's green light comes on, and I can see fans spinning through the case, but that's it. Nothing comes up on screen, the monitor detects no signal, and I can't get any power on the keyboard or mouse.

Can anyone help out here? I've replaced the CMOS battery with one I know is working from an existing PC to make sure, but other than that it's not modified at all.

Have you tried reseating ram yet?
Yeah, I tried new ram too. They sold it to me with only one ram chip in it, but it was literally brand new Ripjaws memory, so I didn't think it was an issue.

They said no warranty or refunds...Usually a bad sign , computer not functional.
Mostly what I thought as well once I actually bought it, teaches me a lesson to not believe "it's working" without proof.
