I replaced the ram on my motherboard, and I used the layout that the manual indicated, 2 x 8 gb of corsair dominators, using the 2, 4 layout. Now when I boot my computer the screen stays black until it gets into the user screen selection right before your in windows, so you can sign in. there is no screen to push f2 or del. I tried pushing it and it does not go into bios. I thought maybe, if it is ok to used a different DIMM layout. or perhaps it is not my memory. anyone have any ideas please help.

Solution
wiht the newer intel and amd mb that have onboard video bu default the ipgpu is set first. if you add a gpu you see the boot screen your seeing as the gpu is the second boot video device. to get to the bios you have to move the video cable to onboard video port then change in the bios from ipgpu to peg/pci.
Try with one stick. If it works, test it with memtest. Then remove it, and do same with another. If both are good, then somewhere is issue with, compatibility, if it's not from one kit, or maybe you have faulty ram slot.

Strange in windows it indicates that I have 16gb of ram, and I have no issues running games. however because Iwas never able to go into the bios I think it is running at 1600 frequency.

Your memory is not the problem here, since you can boot to windows.Try clearing CMOS,removing the battery from the mobo and after a few seconds put it back in place. Also try hitting DEL key to enter BIOS.

Solution

Solved! it was one of these two things. I changed the display port cable on my gpu to the first port instead of the last as the other way around. second I changed my memory to the 1 and 3 slot as suppose to 2 and 4. I'm not sure what done it but one worked.

Question, is it ok to leave my DIMM layout 1 and 3, rather than the 2 and 4 as my motherboard manual suggested. is there any harm to my comp this way?

on newer 11xx mb and amd mb with 4 ram slots. there only two ram banks on these new mb. main bank 0 and back up or second bank 1. you should be able to use one or the other with any issues. after windows is installed and is running fine. run memtest over night to make sure there no ram errors.
