Unable to install .NET Framework 3.5

Hello. For whatever reason, I am unable to download .NET Framework 3.5, and whenever I try to use a program that involves it, I receive an error message involving not being able to connect to the Internet. As I am posting here, this is clearly not the case.

My computer runs Windows 8.1 Enterprise, and is a 64-bit operating system It already has .NET Framework 4.0 or 4.5, I cannot recall which.

I have been to several sites and tried near everything I can. I have attempted to go to the website and manually download .NET Framework 3.5, but apparently .NET Framework 3.5 requires itself to download itself, and I cannot. Any updates or Service Packs from Windows I attempt to download all say they require .NET Framework 3.5 to download. The offline installation process either doesn't work or results in an internet-based error. Attempting to go through 'Turn Windows features on or off' results in it asking for something from Windows Update, which doesn't work due to internet connection failure, and when I attempt to go to the Windows Update website, it 404's 100% of the time. I have tried searching for the updates to remove (KB2966826, KB2966827 and KB2966828) but none of them are actually on my computer to begin with.

My Windows 8.1 is a legitimate copy, and I do not have the disk for it.

I would greatly appreciate any help on this matter.
 
.NET Frameworks can be a beast if they get messed up. Sounds like you have tried all the usual ways of installing it or repairing it. When all else fails, backup everything and restore windows to a previous state or "refresh." I wish there was an easier way, but unfortunately sometimes you have no choice.
 


Oh God, must I? I already copied all of my data from my old computer to this one. Do I have to do it again?
 


I cannot do that, as it requires files only available on the Media disk.



I am aware of this, but attempts to turn it on result in a message telling me to download it, and then the same error message appears as every other method I've tried.
 


In all honesty, this error first reared its ugly head when I attempted to open AntiChamber in my Steam Library, but I have since learned that attempting to download almost anything else is now impossible.
