Unable to install OS due to "windows setup could not configure windows to run on this computer's hardware" error

I recently bought a dell latitude e6430 laptop from my university. They formatted the drive and instructed me to install a fresh OS. I've tried three times now, twice with win 7 and once with Vista. Each time I receive the error "windows setup could not configure windows to run on this computer's hardware"
I have tried the moobe work around, which seemed to do the truck at first but after naming the computer and account, it returned me tip the same error. What's my next step? 64 bit architecture, 64bit OS's

After reformatting the drive and the partition and retrying the msoobe work around, problem solved. Now to figure out why it's not connecting to the internets
