unable to install windows 7

i have had to rplace HDD in dell laptop .i have the discs but it will not install the operating system on new HDD, go,s nearly all the way threw then stops and then when it does go it says no boot available

Please check for boot devices priority in the boot menu. WHen the pc starts, hit delete key or f2 key or the key mentioned in the screen to enter the boot menu.
Then browse through the tabs until you reach boot devices priority or something like that.
For more details you can search for your pc boot menu on google.
The priority can be set as. first device " cd -dvd", second device: HDD.
Also verify your HDD is detected by the computer.

i did all that i am not new to pc,s iv been working on them for years ,, but this is the 1st time i have had to reinstall windows 7 onto a new hard drive at 64 bit.. and being a dell laptop its sentimentle
 
Since you are being able to go 'nearly' through to the end with the windows installation, I guess, the HDD is detected.
What you ought to be doing if you haven't done it as yet is, try another boot medium, like use the Win7 USB tool and make a bootable win7 installation USB disc.
Remove all installation medium from the rig.
just the HDD and the USb
Select USB Dev in the boot menu to boot from
Start the installation by repartitioning the new HDD.
Do not let it install the OS on the old Partitions.
It's like using the fdisk command under Dos
let the installation medium do the rest.
Do update us again on the progress.
