Unable to login

Hello, Guys!
Hope you'll doing fine!
I have a really annoying problem I was working all day on fixing it, it's on my desktop, not this PC.
anyway, I can't login into my account I tried many solutions still the problem resists.
when the login screen loads I can see symbols, weird symbols: rectangles, icons, numbers don't
know!
Note * : Before the login screen i saw the windows boot and bios before it , i can use any of the boot buttons in bios.

What I tried is :
Startup Repair = not working
System restore = there is not system restore point
sdc scan = didn't start (failed).
i tried also to boot into safe mode but i couldn't its not booting either.
I figured out i should clean boot into safe mode but didn't have the time to.

Note* : I can use Explorer in the repair tool, i can access my files and modify.
it's pretty screwed up!
I'm really stuck right now! i need any help that would get me out of this mess.

First check if this works in safe mode, can you post a picture of what the screen looks like?

Usually screen corruption is a failing video card or too much heat, but in your case it may be a failing hard drive if you can't even run an sfc scan.
