Unable to open ports as of yesterday

So as of yesterday where my internet had gone off due to an outage I have been unable to open any ports on my router.

In this example I am trying to open port 28960 for hosting Call of Duty servers, and no matter what I do it does not work.

Canyouseeme.org is responding with this when I check the port.

Error: I could not see your service on 68.9.103.94 on port (28960)
Reason: Connection refused

I have Windows firewall completely disabled, I have a static IP designated for my PC, I have port 28960 forwarded on my router to my static ip, and I even tried enabling DMZ host. None of this is working.

I have no anti virus software installed that would enable a firewall.

If anyone has any idea what's wrong let me know.

Start by power cycling your cable/dsl modem, as well as your router. Might also want to reboot all of the computers on your network.
