Unable to open website links from email using windows 7

I use Microsoft Outlook for my email. Computer is operation on Windows 7. When I get an email with a link to a website, I get the following message:
This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.

This is my home PC...no system administrator. How can I fix this?
