Unable to POST

I have an Asus ROG STRIX Z370 E board. I hooked up the power supply to the board with a 16gb stick of memory and plugged the cpu in. The fans come on for a fraction of a second and turns off. I unplugged the cpu and the fans come on just fine. This is the second board this is happening on. Exact same thing. The motherboard is sitting on the box it came in. It isn't in the case. Help

Is the single stick of RAM in DIMM_A2?

No it is in the first slot closest to cpu
