Unable to Resize Windows or Apps in Windows 10

Hi,

I've just recently upgraded to windows 10 and I'm having issues with certain applications because they're opening far too big for the desktop (also hanging below the taskbar) making some programs useless because I can't click things at the bottom of the windows.

I'm temporarily using a TV until I get a new monitor, so I'm not sure if the TV is a problem at all since I know they're not generally used as monitors.

I have changed the size of windows text and apps to 150% from 125% because i'm sat far away from the TV and it's a strain to read things but I should still be able to resize windows as needed instead of them opening stupidly big.

So, just wondering if there's an easy fix and I'm just being an idiot.

Any help would be appreciated.

If your resolution is set too small for the tv, then making the text and apps more than 100% will be the reason they stretch out under the screen, You probably better just making the text larger.

I have opposite problem, 4k monitor, every window is too small, and I can barely read the text in some of them. Even at 150%. I just need to sit closer (it doesn't help I am going blind - old age).
