Unable to restart or shutdown PC

I was unable to shut down nor restart my computer after more than 3 hours of usage. Anything less than 3 hours, the shutdown and restart go smoothly.

Windows 10 will shut down and the screen will go blank as per normal but everything is still spinning while restart will take forever. I am not able to put the computer to sleep either. This does not happen only recently. I've bought a new graphics card and the problem still persist.

Is it an OS problem, PSU power cable or something else? Please help as I do not wish to damage my hard drive by pressing the power on/off button each time I need to turn off my computer!

What happens if you try to shut down or restart it after more than 3 hours? Any error messages or is it that nothing happens?

Nothing. No error message whatsoever. Windows will shut down normally but everything is still spinning forever.
