Unable to set Google Chrome as Default Browser

I followed the instructions for making Google Chrome my web browser. In Settings, when I click on EDGE under "Web Browser" Google Chrome does appear as one of my choices. I've single clicked, double clicked, and even triple clicked on the Google Chrome application, however, the name under browser in settings remains "Edge." It will not allow me to actually get Google Chrome to appear under "browser." It just remains Edge.

I do understand that there is a second step involved, however, getting Google Chrome to appear under browser is Step One and it won't allow me to change the browser.

right click start button
choose control panel
choose Programs
choose Default programs
Choose Set your default programs
Find chrome in list of programs & select it
Click Set this program as default - Use the selected program to open all file types and protocols that it can open by default and click okay

This seems to over ride the settings/system/default apps menu

I couldn't set chrome as default until I found the method above. It would set it as blank or edge, nothing else. Now its Chrome as it should be.
