So, I've newly built this PC,
i7-9700k
Radeon rx 5700 XT
Asus ROG MAXIMUS XI HERO (WI-FI)
860 EVO 500gb
Corsair Vengeance LPX DDR4 3000 C15 2x8GB
Seasonic FOCUS Plus 850 Gold

I have all my drivers updated and installed, (clean installed them today), I noticed when I ran a userbenchmark test, everything performed excellent except my GPU and noticed an error in the report saying "skipping AMD Radeon RX 5700 XT - unable to locate attached display."
I've tried to switch my primary display in BIOS to PCIE and save the settings but when I restart and go back into BIOS, it reverts back to CPU graphics. I've searched everything online on what may be my problem but I have had no luck in getting my GPU to work. In BIOS, it shows that my GPU is being detected but won't save my primary display setting, it will save every other change I make in BIOS. I've tried to switch to High Performance in the control panel but everything still uses CPU graphics.

I've also tried putting my GPU into a different PCIE slot and I get the same problem, the GPU is detected but won't switch. Is my GPU faulty, or can anyone think of a solution? Thank you in advance.
