[SOLVED] Unable to upgrade to v1099

I am currently using v1809. Have tried to install v1903 (failed multiple times) and v1099 failed at least once. System says it is installing and I leave it alone. Takes several hours but at the end I find the upgrade has failed. Thanks in advance.
