unable to use max CPU multiplier

Recently my PC starting to get alot of BSOD and so after lot and lot of testing i finally found the problem, my Q9550 multiplier can't be set to 8.5 without BSOD but 8.0 is fine.

Also my Core Voltage is very low ( around 0.92V )

is this a CPU or Motherboard problem ?

Solution
The voltage should be around 1.25V. Try bumping it up to that, if it lets you. Make sure you're definitely looking at the voltage though. It could be called "Core Voltage" or "VCore" or sometimes "Clock Voltage".
