Unable to use some Administrative Tools.

I'm unable to use some of the Administrative Tools within the Control Panel.
The tools I can't use are:

Component Services.
Computer Management.
Event Viewer.
Performance Monitor.
Services.
Task Scheduler.
Windows Firewall with Advanced Security.

I always get this error message when trying to run any of the above

I am only able to access these programs when I am using the hidden administrator account in Windows, which is too much of a hassle to go back and fourth with for changing options.

Is there a way I can give my normal, local account access to these programs?
 


My computer is running Version 1703 (OS Build 15063.413) of Windows 10 Home.
The issue with not being able to use these programs only appeared after I updated from Version 1603 (It might have been a different version, but it definitely had 16 as the first two digits.)

What is mmc.exe supposed to be?
It's showing "Console1 - [Console Root]" for me. Is that correct?
 


No, finding the mmc.exe program and selecting to run as administrator does not work. It comes up with the same error I get when trying to run other administrative programs.

It works if I run it through administrative Powershell, though.
