Lately I have been suspecting that my CPU has been under performing, after a little checking I discovered that for some reason the CPU is set to FSB 200 X6 = 1.2Ghz. This is exactly halve of what it should be, and I can't seem to change the settings in the BIOS. Pressing enter on the FSB and multiplier controls in the BIOS brings up the popup menu with the different speeds you can select but everything is grayed out and can't be changed.

I am aware that Core 2 Duos have a power saving mode that turns the clock down when the CPU is not needed, but I have since turned that off and am still unable to change the settings...

What is the problem here? Is my motherboard not able to change the settings? Is there a Windows XP program that will allow me to change the settings? Or is there something wrong with my CPU?

Have you tried the good ol' CMOS reset? Also, look through your BIOS settings. IIRC, there's an option to enable any and all OC options within one of the menus (so that you'll no longer see any grayed out items.

Does a reseting CMOS reset BIOS settings or the entire BIOS back to its original version?

There was an option in the BIOS to enable the FSB clock to be changed, but the stupid thing is, it enables the option in the main menu but the settings are still all grayed out when I try to change them.

Edit: I did a CMOS reset and was able to change my CPU settings by using the "load optimized defaults" option. I still can't change my CPU FSB and multiplier, but it is at least set to the proper default now (266x9).
