Unbeatable virus. Help.

Good day. Yesterday some problems started with my pc. Will numerate everything to be clearer:

1) noticed that every file I download from Chrome gets blocked when the download finishes
2) tried opening internet explorer and got a yellow window "These files can't be opened. Your internet security settings prevented one or more files from being opened"
3) tried going to Change security settings folder but got the same yellow window.
4) noticed that can't even open things like calculator or windows media player. Basically 90% of things you try to open gets that yellow window and nothing happens.
5) was not able to open task manager. nothing happens at all. it feels task manager is shut down.
6) registry editor got same yellow windows. no luck.
7) tried looking for online virus scanners but all of them asked to be downloaded. and as we know - all downloads are blocked. and even if i completed the download, i couldn't open the file without getting "These files can't be opened. Your internet security settings prevented one or more files from being opened"
8) watched this video youtube.com/watch?v=4yx5SWmHY3s - firstly he was able to open internet explorer and i can't. secondly when i go to internet settings these all zones are blank. nothing is there. so no help again.
9) tried restoring windows to some point. there were 2 points but both of tries got me errors that there is some problem and windows cannot be restored.
10) downloaded kaspersky rescue disc 10 on another pc. burned to a cd. and it worked. found 4 viruses. deleted all of them. sadly, the problem didn't go anywhere. still got same yellow window, no task manager, no registry editor. i was able to go to registry editor through kaspersky disk but was not able to edit it. i guess you are not administrator when you use regedit through disk. i saw that taskmanager and internet settings zones are off. but was not able to turn them on.
11) tried creating a new administrator account but also get a yellow window. was only available to login as guest. there were no problems with yellow windows when logged as a guest. but that is logical.

is there anything else that i could try? system refresh is not an option, because i have 1tb of music and movies so would be sad to lose it. and no, I can't burn 1tb to dvd's.

remember, i can't download things like malwarebytes and so on. it gets blocked. and I can't download them with another pc and use with cd. no files can be opened without getting yellow window saying "These files can't be opened. Your internet security settings prevented one or more files from being opened"

I hade some viruses in my life, but this one. it is like Mike Tyson in his prime - unbeatable.
 
Solution
1. remove chrome.

2. Disable system restore. If its malware it can stay / will remain in the system restore folders. And will run when you boot into windows. If you disable it it cant run. It wont be there

3. Scan it with something

If things are getting disabled, you're probably infected with something, it maybe disabling / deleting services etc

If safe mode / networking works I could check it out with teamviewer

You are not going to like this but I suspect the only way to cure this will be to format the HDD and reinstall.
You could buy a new HDD and install your OS on this as your C drive and your original HDD as E drive then you will be able to transfer your files fro E to C as you wish,but scan them with an Anti Virus first.
 
There are numerous well known (and free!) Linux-based Live CD/DVDs designed specifically for adware/virus/malware removal, or, failing that, will allow you access to assorted directories so you can back up your most valued data.

Assorted Recue/Antivirus/Backup CDs are:
- Bit Defender, ANVI, Zillya, AVG, Avira, Dr. Web, F-Secure, Kasperski, Comodo, Hiren's Boot CD (with integrated Parted/ Clam AV)

Certainly worth a try before deleting your partitions and reformatting, and, nothing to lose but a little time....
