Under heavy load CPU utilize only 50%

Hi,
Under heavy load, my CPU only utilize 50%.
I have high performance enabled (100% to everything under processor power management).
Clean fan and heat sink. No overheating.
I used HeavyLoad (https://www.jam-software.de/customers/downloadTrial.php?article_no=402) to check the cpu. This app showed 100% CPU utilization but Task Manager shows only 50%.

I have updated BIOS. In biose multicore and HT enabled. (No boost option).
I tried replacing the RAM.
I tried prime 95 also I use MATLAB. the CPU never goes over 50% of its base speed.

don´t know heavy load, try prime95 with option smallFFT

in taskmanager the cpu usage is 50%?

chipset driver and intel managment engine installed?

Even prime95 small FFT shows 50% CPU use in task manager.
Chipset driver is up-to-date. Intel management engine is not installed .
