[SOLVED] Underclock fx

My fx 8350 is getting temps of 70 while gaming, so I checked HWiNFO64 and the clock is currently at 4120 Mhz, being the original 4000 Mhz, so how do I underclock it? to about 4Ghz or 3.9Ghz.
I have never made or tried to OC it, dont know why is at 4.1Ghz.

Have you started by simply trying to replace the thermal compound for the heat sink before messing with undervolts.
