my brother has a q8400 cpu
its stock clock is 2.66 ghz
then why does cpu-z show a core clock of 2000.3 mhz
multiplier 6
fsb 333.4 mhz
is it limited by my motherboard it

Turbo boost is speed step with the ability to increase the multiplier. Speed step can only decrease the multiplier and voltage to save power, turbo boost can increase the multiplier a couple of steps but not the voltage so it provides a limited OC if there is thermal headroom available.

are u saying that speed step does not increase cpu multiplier above the stock multiplier but only be able to decrease it i.e for a q8400 2.66ghz cpu , 333.4 mhz fsb, the multiplier would go from only 8 to 6 and not go above 8(as 8*333.4mhz=2.66ghz)
whereas turbo would have been able to go above 8
also are u sure that turbo boost does not increase vcore i think it does,
