Alright, so the cooling system in my laptop is super bad, so bad when it hits the boost clock speeds it instantly throttles down to ~500-600MHz, and the boost clock is about 1.2GHz, I want to be able to underclock the boost to where it doesn't thermal throttle, but I get better speeds without thermal throttling, about 700MHz would be nice. Since that's when it starts dipping in temps. My problem though is that I'm unable to set the base clock offset to -135MHz max (or min I guess?) in nspector, but I am unable to push it any farther. Is there someway I could maybe do this through MSI Afterburner or NVIDIA's own overclock tuner instead of using nspector?

Changing the paste helps a lot. Should do it 1-2 times a year.

You could try lowering CPU usage to lower heat and decrease GPU use.

Control Panel > Power Options > Change plan setting (the one your using) > change advanced power settings > processor power management > lower the max state till it becomes cool enough.
Instead of doing that first,

1. Have someone clean the inside of your laptop. Then replace the stock thermal paste with something better like AS5. Should bring temps down by 10-20c if you haven't done so before. Especially the paste part.

2. Use laptop cooler pad. Anything is better than nothing. This should bring it down by another 5-15c.

3. Try lowering the GPU's power usage if MSI Afterburner or NVIDIA's software supports it.
 
I have thought about replacing the stock paste for sometime. But the guy I have that normally works on my computer has a new job and I don't know if he would have the time. For the cooling pad I have a box fan that I could try to use which has nice air flow to it, but I am unable to decrease the voltage through nspector, afterburner, or nvidia device settings, for some reason I can increase the voltage offset through nspector, but reverts back to 0 if I try to decrease it.
