My friend has a i3 3330
Running at 3000mhz @77w max tdp
What if I underclock it to 2000mhz
Can I bring the tdp down to 55w or less
Will this theory work??
 
Yes you should be able to underclock and undervolt your cpu to use less power assuming your motherboard will allow you to lower the multiplier and manually set the voltage. You can use the i5 3340s as a reference since it's a factory low power cpu that it basically the same as your chip.
