Underclocking laptop to reduce fan noise

I'm looking to get a powerful laptop however I want to tone it down when I go into public areas so I don't disturb everyone around me. Can I use MSI afterburner to to turn down the performance enough so my laptop still runs well but doesn't produce enough heat to make it loud?

You can underclock your CPU/GPU in windows.
unfortunately you don't have direct control over the fan in locked laptop BIOS usually.
