[SOLVED] Underperformance and GPU Spikes (AMD RX 570 8gb)

Hello,

I am not very knowledgeable on the topic of desktop PC's since I haven't had one for a long time however recently I bought myself a custom build desktop system hence I would appreciate any advice on how to best deal with my issues here.

1. I noticed that the GPU Performance graph in Radeon control panel was showing that my GPU utilization was spiking from 0 to 100 even when the computer was idle with no games on. Yesterday, I tried to play some cs go and in the middle of the match, my monitor just turned black and went into power-saving mode while PC made two beeping sounds. The only way I was able to get the monitor back to work was to restart by pressing the power button on the computer.

I have installed all the latest video and chipset drivers. I haven't experienced the crashes since but the GPU spikes are still there.

2. I've run userbenchmark.com multiple times and every time it shows that my graphics card is underperforming and I would like someone to explain why is that. I've enabled automatic overclock through Radeon Software panel however the results are the same.

the results are as follows:

UserBenchmarks: Game 47%, Desk 90%, Work 48%
CPU: AMD Ryzen 7 3700X - 90.2%
GPU: AMD RX 570 - 45.5%
SSD: Samsung 860 QVO 1TB - 60.8%
RAM: Corsair CM4X16GC3000C15K4 4x16GB - 87.6%
MBD: PC Amd Am4 Gen3

Kindly asking anyone for some advice

Solution
Fan you hear might be from the psu, not really a psu we recommend when using a dedicated gpu like the RX 570.

Can try Malwarebytes free to have next to windows AV and do a scan with that to make sure.

Well, hard to say not being able to see "live" performance - but Ill say that the GPU might be used for mining previously. Since all other components seems quite ok, Id consider it as an answer.

Luckily, there`s more experienced people out here to have a guess of the case ;) :D

For a better understanding of your parts,

download hwinfo,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "Summary for Clipboard",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons
this gives also info about which bios you run.
Also say what psu you use, means maker+model+wattage.

For Userbenchmark (for what it is good for anyway) link it here so we can see what is says.

Also what psu? =maker+model+wattage.

Ram came from one kit? Seems to be doing fine, but could be good to know.

Userbenchmark pretty much states that the gpu is doing what it is supposed to do for the kind of level of a gpu it is.

quote]46% is a reasonable 3D score (RTX 2060S = 100%). This GPU can handle the majority of recent games but it will struggle with resolutions greater than 1080p at ultra detail levels. [/quote]

Did some antivirus sweep? Make sure nothing makes use of the gpu that shouldn't.

This is the screenshot of spikes I am talking.

https://ibb.co/XzT5dzn

So the main question: am I just being paranoid because I just received this new computer and these spikes are normal? Or I should continue my investigation to figure out why this is happening?

The computer works fine it just I can hear it makes these sounds like the internal fan goes up and down as in the intensity of spinning which I attribute to the GPU spikes. But it might just be me focusing and looking for an issue there.

No antivirus other than the default windows one
