Question Underperforming GPU

I recently upgraded my GTX 1060 to a 1070, and didn’t notice any significant improvement. On further inspection, people with the same gpu and similar cpu have been getting 40-60 more FPS on the same settings as me. I am using the EVGA 1070 sc and an i5 8600k processor. Can anybody help me figure this out?

what game? what resolution?
what the cpu/gpu temp and usage during the game?
