Question Underperforming GPU

Heya!

I've recently bought a second hand GTX 760 for my sister, but I wanted to test it out on my pc first. I'm rocking a GTX 970 MSI 4G. I benchmarked it on cinebench and it gave me 90 FPS. I switched it out with the 760 and it still gave me 90 FPS. Surely, this can't be right. I mainly play CSGO, so when I launched danger zone I got unstable 40-90 fps with the 970, and with the 760 stable 100-120 FPS. Here's my PC:

RYZEN 7 1700 OC @ 3,3 GHz
ASrock AB350 PRO 4
8 GB RAM
128 GB SSD & 500 GB HDD
700W PSU (Gigabyte B700H)
Geforce HAWK GTX 760 2G / Geforce MSI GTX 970 4G.

I haven't OC'd my GPUs.
I have updated the drivers to their latest patch.
I haven't tempered with the game's settings or their physical form.
They are both second hand, but I expect the 970 to be 2 years older.

If anyone knows why it's performance is lower than a theoretically worse card, please let me know.

EDIT: I've also tested a third card, an AMD radeon HD6670 (very shitty card) and that gave me an expected 30 fps cinebench and 15 FPS danger zone game.

Wrong game man, all source games and most other mobas/rts games are heavily cpu bound.
I know, but I used to run an i5-6400 and it ran about the same as it does now, while clearly the ryzen 7 1700 is much better. Also I'm not just talking about in game performance, as the cinebench benchmark shows these cards are on par, whilst they shouldn't be at all.
