Question Underperforming GPU ?

Recently I upgraded my GPU to an AMD 7800 XT, mainly for esports games like CS2 and Rainbow Six. Games feel much smoother on it compared to my previous card but I'm getting much lower performance than I was expecting.

In CS2 on the lowest possible settings at 1280x960 (in a deathmatch) I got an average of 150fps. I was expecting to be stable and way above my monitors refresh rate of 240 with this card.
In Rainbow six I get an average of 200fps, which is good but once again below my monitors refresh rate and not that much better than my previous card (1080Ti).

In CS2 Gpu usuage is very low, usually sitting around 45-60%. My cpu usually runs at 30-40% and temps are fine so I don't think there is a bottleneck there.

What could be wrong here? potentially could be that my motherboard isn't good enough to deliver power efficiently to the card, or that my 700w psu isnt cutting it?

On a different but maybe related note, I have been trying to enable resize bar in bios to try and see if enabling SAM would help. Unfortunately whenever I enable it I blue screen and my boot drive dissapears from bios until I turn off resize bar and reboot again. Weird.
 
What program are you using to monitor CPU usage? I feel that you are likely maxing out a single thread and the the 3700x is the limiting factor.
This was with the Amd Adrenalin software (The gpu driver controller).

Your CPU is definitely what is holding you back here. Those games are not well threaded, so you are not making use of all the cores. Easiest upgrade would be a 5700x or 5700x3d.

Ah ok thank you, I thought this may be the case but was confused as to why my cpu usage was so low if it was the bottleneck. Is it reasonable that it is explained by bad optimisation (or not making use of the cores and hyperthreading as you said)?

On low graphics setting the CPU is what determines FPS.
Make sure your memory is running 3200 dual channel. Set XMP or EXPO in the bios.
Just double checked, XMP is enabled and I'm running at 3200
