UnderPerforming GraphicsCard GTX960

My MSI GTX960 grphics card is under performing.. i get 20 frames on Evolved stage 2 on low settings.. no vsynce or anything... please help..
also my CPU is 700w

Hmm just from reading this it seems you might be new to pc gaming and systems. So dumb question but make sure you have nvidia control panel downloaded and make sure your pc is using your dedicated gpu under the 3d setting tab

if this is the case try getting it RMAed by msi or NVidia (msi is your best bet)
