Underperforming High-grade Build

First off, I am relatively new to PC building however this is my second build.

The problems with this thing have been immense from possibly faulty motherboards to a heat sink that was a little too tight. Now that I have gotten through the nightmare of building this monster it wishes to give me more when I use it.

The most noticeable thing is that it lags in almost all circumstances from surfing the web with a small amount of performance drop, audio crackling when a large amount of audio effects are playing in fallout 4, and in watch_dogs the audio is 10 seconds behind and lag reigns supreme.
Flash games are also effected.

One of the other things that has been happening is frequent startup error like inaccessible_boot_device.

Something to note is that I have tested with a copy of windows 8.1 and a faster hard drive. Also I have already risked updating the bios and messed around a lot with the settings.


Motherboard: Maximus Vlll Formula

CPU: Intel Core i7-6700k, 4.00GHz, 4 Cores, 8 L-processors

GPU: GeForce GTX 980

Ram: 16.0GB with 12.7 available

Power supply: 1600W

OS: Windows 10

I have no other solutions available right now other than messing around with it for another six months.

Alright, I have tracked the problem down to the CPU. Apparently my CPU clock is being limited to around 800 MHz by a thermal sensor that is being triggered by some random component that I cannot identify.

IA: PROCHOT

If you have the same problem just check for this sensor. It MIGHT help.
Apparently this is a semi-common problem with this specific CPU model.

I will continue to look into this and see if it is the actual cause of problem.

Also I will optimize the settings tomorrow so if I test a solution we can see the exact problem.
 


It never used more than around 50% disk when my games were lagging.

Also I just wanted to be sure that I could upgrade to some high-quality components without straining the power supply.
