Question Underperforming RX 580

So ever since I've been using my pc, newly built, the gpu has been underperforming. Each component seems to be working fine, I have updated graphics and chipset drivers. I've tried different clock speeds for my cpu, gpu, and memory but my fps in games continues to be lower than that of benchmark with equivalent systems and lower than the known potential of this gpu. The difference may vary from 20-10 fps or subtly less at times, and I'm not sure why.

Specs:
-RX 580 8GB by XFX, factory clocked to 1366 MHz
-Ryzen 5 1600 (3.7 GHz)
-Gigabyte Gaming 3 B350 mobo
-Corsair Vengeance 8x2 2666 MHz (tested at 2933 and 3000 as well)
-Corsair 650W CXM Bronze PSU
 
On what SCREEN RESOLUTION are you playing games ? What's the GPU and CPU TEMP value while gaming ?
 
Resolution is always 1080p, gpu temps never exceed 86°C under big loads, like say a battle on The Witcher 3 on ultra settings. It is a bit more than I'm comfortable with, and the fps doesn't pay off at just under 50 frames or so. CPU temps have never been an issue.
 
Can you TEST the GPU by using some other PSU model, maybe borrow one from your friends, if possible ? Are there any processes running in the background while playing games ? Also, try doing a CLEAN re-install of the video card drivers, if required.

What all PC games are actually under-performing, apart from Witcher 3 ?
 
Unfortunately, I don't have spare components or someone with a pc to borrow from to test further. The other most significant game is Divinity OS2, rarely fully reaching 60fps even though I've seen people benching it on at least 70 or so with this gpu.

After making a clean reinstallation of my graphics drivers, updating my BIOS, and switching some things in Radeon Wattman (namely the Power limit %), performance has gotten significantly better. As a contrast to previous frame rates of those two games, I get about 80+ fps in Divinity and TW3 averages at about 63 fps.
