Undervolting can increase performance if done carefully and only to a certain point. This is achieved by allowing the cpu to run cooler and therefore maintain a higher boost speed. Undervolting further will reduce performance as you starve the cpu of power which in turn would increase the possibility of a cpu bottleneck. Also undervolting too far can introduce stability issues.
